The address that follows was given by the Counsellor at the Banque Beige d' Afrique, Brussels, at a joint meeting of the Royal African Society and the Royal Commonwealth Society on June 4, 1959. The chairman was M. J. Wouters, London general manager of the Banque du Congo Belge, S.C.R.L.
